The Course Materials > Manage Question Bank or the Course Materials > Additional Instructor Views > Manage Question Bank page displays the Question Bank, which lets you manage question assets to design appropriate activities, homework, and other resources, as needed. You access the Question Bank when you are creating or editing an activity and you click to add or edit questions.

Folders

You can organize questions into folders. Folders created in the Question Bank are automatically added to the Course Materials Library which you can view on the Course Materials > Add from Library page. When viewed in the Course Materials Library, you can see folders but not questions in the folders. You must view the questions in the folder from the Course Materials or the > Additional Instructor Views > Manage Question Bank page.

Folders can be shared across course libraries. When a folder contains both course materials and questions, you must view the course material assets from the Course Materials Library and the question assets from the Question Bank. That is to say that a folder that appears empty in the Course Materials Library may, in fact, contain question assets that you can only view from the Question Bank.
